Those who can file an appeal are identified on Page 19 of the determination letter, and have until 4/2 at 4:30pm to appeal it. It is unclear as to when a CEQA appeal can be filed since its unclear when the City determined that it was exempt. 1041-1047 is partially in a flood zone which means it does not qualify for TOC designation that would allow a 70% increase in density. Previously the city allowed for Solaris to be erected using fraud, including changing its designation so it could not be appealed. An appeal was accepted for the Director's determination which claims 1041-1047 is CEQA exempt. I submitted four pages on 6/2 and updated it on 6/14 You can search the files at https://cityclerk.lacity.org/lacityclerkconnect/ Under SEARCH type in the Case number 23-0667.
